    Chula's is not bad, but there are better choices for this type of cuisine all over Panama City. I've never been when the owner is not on site working in the kitchen, and the service is always acceptable. The chicken fajitas are a favorite here, but everything I've had at this eatery seems to be somewhat mild, and nothing is precisely bursting with flavor. My final word on Chula's would be to go to Pepper's or Loco's unless you are just looking for a decent meal near this part of 15th street or are going on a day when a favorite item is on special.

    Decided to stop here for the first time after having driven by for years. Ordered a Cuban without pickles and unbeknownst to me the owner believes that a Cuban requires mayonnaise which a traditional Cuban does not. To my dismay, when I requested that a second Cuban be prepared the owner acted like a complete idiot and asked me "what was she supposed to do about it?" Under no circumstances would I recommend this place and I certainly will not be back. My experience is a prime example of why you never see any cars outside of this restaurant. Don't waste your time nor your money visiting this establishment.

    Really friendly staff, that being said the food here is slightly below average. Prices seemed a little steep for what you get. Plain flavors and not much to look at. It was just ok. I probably won't go again, lack of atmosphere, and food quality.

    So, I decided ro try this place despite the reviews and I wish I wouldnt have come here. The food was extremely bland and my fajitas came out of the kitchen cold. I didnt bother to finish my fajitas nor my rice and beans. Honestly, go to Moes or another fast food place save your money.

    The atmosphere was horrible. Annoying music and our waiter literally stalked the table. It was awkward for half our meal. Cheese dip was horrible. Entrees were decent but after everything else I would not go back.

    The food was so so. I don't hate it, might go back, but won't go out of my way to. Service was so so too. Prices seemed ok, a little high for what you get, but still reasonable. The place is also a little loud, echos too much.

    We went here based on the Yelp score of ~4 with six reviews. The highest scored Mexican food in town. Not even close. The food was not fresh. The beef in my fajitas was terrible and the shrimp in the other fajitas plate was old and fishy. At least the shrimp could be fresh, we live on the Gulf of Mexico! The refried beans were old and dry. The lettuce was wilted badly. The food lacked flavor and spice. The salsa had not enough spices, I mean the flavor kind. Very bland and tasted as if it had been stored in the fridge for several days. If you like spicy hot, it also had no heat. The waitress was nice and also attentive. Never going back.

    Chula's is more than a "Mexican Restaurant." In fact, until I read the complete name of the restaurant, I did not even consider it to be Mexican at all. It is far more than your run-of-the-mill tacos, burritos, etc., that you usually find though I do believe these items are on the menu as well. It is also a Caribbean Grill. They have yuca, plantains (platanos maduros and tostones), and much, much more. They have daily lunch specials and are very accommodating when special diets require tweaks in preparation. Chips and salsa are brought to your table right away, which is great to keep the kids quiet while you wait for your main course.

    UPDATE: There are many aspects to a restaurant and food quality is only one of them. Hell, I could be a fantastic cook and yet my dining room would probably make a crappy restaurant. I've brought my rating down for two reason, one minor, one major. The minor reason was the pescado plate I had was less impressive than our first visit two both my gf and I and again the rice and gandules was dry. They can't seem to make a standard side like arroze con gandules correctly. Now the Major. There is a waitress there named Lesa (or Leesa?) who's tact and manners completely ruined the experience. To ensure I wasn't being over sensitive, I watched the expressions of other tables and they shared my irritation by how she served tables. I will say that it was busy, but that still doesn't warrant throwing the straws you asked for on your table without stopping and without asking if there was anything else. Approaching your table ready to take your order with only a, "Give it to me," and then walking away without so much as a "I'll get that order right out, everything else ok?" I felt like I was in some biker bar. I will not go back there again as long as she works there. The food wasn't so good that I'd be willing to put up with such crappy, rude service again.

    The food was good and the menu diverse. Not your average Mexican restaurant, but they do have Dos Equis on tap. The place was clean with a decent crowd.

    Awesome food! Not your typical Mexican restaurant, has great Caribbean food too! We tried all the Caribbean items they had to offer and they were all great! I recommend it!

    Visiting Panama City from Austin, TX. We've got lots of great Mexican food in Texas so my opinions may be skewed. That being said, the portions were very generous and the staff was very friendly. To start, we had the White Cheese Dip, chips and flower tortilas as the appetizer (strange for us to hear it called that...we call it Queso and it's usually an orange colored cheese). The cheese dip was good. When I called for directions, I asked if they had fresh made tortillas. The person on the phone said "yes" so I had my hopes up. They are NOT fresh made. Tasted like grocery store tortillas heated in a microwave. Major disappointment. Also, the chips tasted like bulk store bought/ball park nacho chips; not bad, just mediocre. I had the mixed fajtas (shrimp, beef, and chicken) and my wife had the nachos with chicken and beans. It took 12-15 minutes to bring the food and there weren't that many other customers in the restaurant (about 3-4 other parties). Her comment on the chicken was that it tasted like it was from a can. For my fajitas, the meat was just warm. One of the things you expect with fajita meat is that it comes out steaming and grilling on the platter. It seemed like they cooked it in the first 7 minutes and took another 7 to deliver them to the table. The texture of the meat was fine; especially the shrimp. More often than not, places overcook shrimp. But, the seasoning was very weak..not much flavor. The beef was a bit chewy. I read the other reviews before we made our choice on Mexican in Panama City and was disappointed. I hope others visiting who are used to eating good Mexican will not go here. My only guess is that I should have eaten from the more Caribbean oriented offerings.
